The padrón is the register of everyone who lives in a municipality. Getting yourself onto it is empadronamiento, and the certificate it produces is the document Spain uses to answer the question "where do you actually live?".
It is not a visa, not a residency permit and not a tax registration. It is simply proof of address, issued by your town hall. It is also the quietest bottleneck in a family's first month here.
What it unlocks
- School applications — catchment points are evidenced by your registered address. No padrón, no catchment.
- Healthcare — registering with a local health centre and getting assigned a doctor.
- Residency paperwork — most processes ask for a recent certificate.
- Everyday admin — resident parking, library cards, some bank and utility processes, municipal services.
Almost nothing in the list above can start until this is done, which is why it belongs in your first fortnight rather than on the list of things to sort out eventually.
What you need to bring
Requirements are set by each town hall and do change, so treat this as the shape of it rather than a final checklist. Typically:
- Passports for every person being registered, plus NIE or residence documents if you have them.
- Proof of the address — your rental contract, and often a recent utility bill in the property. If you are registering at someone else's address, the owner or tenant usually has to authorise it in writing and provide their own documents.
- Birth certificates for children, sometimes translated, sometimes with an apostille.
- The completed form, signed by both parents where children are being registered.
The two things that most often send families home again are a contract that does not match the address exactly, and a missing signature from a second parent who is not in the country yet.
The appointment
You book a slot (cita previa) at the relevant municipal office. Demand varies through the year and in busy periods a slot can be a few weeks out, which is the part that surprises people who expected to walk in. The appointment itself is short. If your documents are right, the certificate is usually issued the same day or shortly after.
Bring originals and a photocopy of everything. It is conducted in Spanish.
Keeping it current
The certificate has a date on it, and processes that ask for one usually want a recent one. If you move house inside the same city you re-register at the new address, which resets your catchment for school purposes. Worth knowing before a mid-year move.
